The Reserve
	
	
	The
        Reserve consists of 2 parts namely the basic human needs reserve and the
        ecological reserve and refers to both the quantity and quality of the
        water in the resource and will vary depending on the class of the
        resource.
        
 The basic human needs reserve provides for the essential needs
        of individuals served by the water resource in question and includes
        water for drinking, food preparation and personal hygiene, as prescribed under the Water
        Services Act No 108 of 1997. This includes people who are now or who will in
        the
        reasonably near future be relying upon, taking water from or being
        supplied from the relevant water source.
	
The
        ecological reserve relates to the water required to protect the aquatic
        ecosystem of the water resource. Aquatic
        ecosystems must be protected in order to secure ecologically sustainable
        development and use of the relevant water resource.
