Pollution Prevention

The person who owns, controls or uses the land in question is responsible for taking all reasonable measures to prevent pollution of a water resource from occurring, continuing to occur or recurring as a result of activities on land. Pollution prevention measures may include measures to
      Cease, modify or control any act or process causing the pollution
      Comply with any prescribed waste standard or management practice
      Contain or prevent the movement of pollutants
      Eliminate any source of the pollution
      Remedy the effects of the pollution
      Remedy the effects of any disturbance to the bed and banks of a watercourse

On considering section 19 out of which this is taken, it will be realised that pollution prevention requires a carefully planned strategy to allow for effective implementation. It requires an identification of all pollution causing actions, a prioritisation of actions needed to obtain maximum effect in the management process and the incorporation of this strategy or business plan into the wider business management structure of the company. Compare also how NEMA in section 28 makes provision for precisely the same planned structure to develop reasonable measures for the same purpose.
